PROJECT HUMAN RESOURCE MANAGEMENT
Project Human Resource Management includes the process of organizing, managing, and leading the project team in a way to achieve project specified goals and objectives. Project team is composed of personnel working in different departments. Project team is formed through passing formal stages of team development. Roles and responsibilities are assigned to every member of the team for completing the project timely and successfully. As project team members belong to different departments so they have varied skill sets, they may be the part of team either part-time or full time, team members may be added or removed in different stages or phases of the project. As in planning phase less members are required while in execution phase maximum number of team members are required. Similarly, in the closure phase less number of team members are required. So there is not fix team members at every phase of the project lifecycle. In some projects, project team members are also called project’s staff. Although roles and responsibilities to the team members are assigned, there is a need of team members’ involvement in project planning phase and other decision making processes.
Involvement of team members in project planning and decision making is beneficial because their expertise and skills enhance their commitment to the project. Project success and failure is mainly depending upon team members’ performance, their performance is dependent upon their skills and expertise. Forming effective and excellent project teams is the responsibility of project manager. So project manager should capable of assessing every member about their skills and dedication to the project activities. Skills and expertise is the main criteria for team selection but coordination among team members is extremely important. Without coordination they cannot produce better results for project. Plan Human Resource Management: It is a process of identification and documentation of project roles and responsibilities, expertise and skills, who will report to whom, and developing staffing management plan. Effective and realistic human resource management plan is important for project success. This plan describes roles and responsibilities of every member of project team, their reporting channels, it also describes that how project team will be acquired and controlled. Following are the tools and techniques are used to develop human resource management plan; Organization charts and position descriptions, Networking, Organizational theory, Expert judgment and Meetings etc.
Acquire Project Team: this process of human resource management confirms that required human resource is available to complete all project activities. Without human resource availability projects can’t move further. Incompetent team members, lack of technical skills and expertise leads to project failure. Team members may be selected from the organization or outside the organization depending upon size, complexity and scope of the project. Following are the tools and techniques are used to develop to acquire project team; Pre-assignment, Negotiation, Acquisition, Virtual teams and Multi-criteria decision analysis etc.
Develop Project Team: This process improves team members’ competencies, expertise and skills, inter and intra team’s interaction, and develop conducive team environment to improve project performance. Team member’s interaction and coordination is required every time because without coordination project goals cannot achieved. It is the responsibility of project manager to ensure this by continuously monitoring team member’s activities. Following are the tools and techniques are used to develop project team; Interpersonal skills, Training, Team-building activities, Ground rules, Colocation, Recognition and rewards and Personnel assessment tools etc.
Manage Project Team: Manage project team includes tracking and monitoring team performance, resolving conflicts and addressing issues, providing feedback, and manage changes in team to enhance project team. Project manager should manage project teams effectively and monitor and track performance of every team member and overall team performance. Role conflict may arise among team members; project manager should resolve conflict immediately. Change in team members may require at any stage of the project which mean that team members may be added or removed depending upon the requirement. Following are the tools and techniques are used to develop project team; Observation and conversation, Project performance appraisals, Conflict management, and Interpersonal skills etc. Through performance appraisals team performance and motivation increased.
